Use a CREL Rent Review to select eligible cost rental tenancies for their anniversary review, calculate revised rents using HICP data, and review each result before preparing a notice or creating a charge schedule.
CREL and Differential Rent reviews share Tenants > Rent Reviews but follow separate processes. Use the Review type filter to show CREL reviews.
Create and scope the review
- Select New review > CREL Rent Review.
- In Step 1 — Rent review name, enter a descriptive name.
- Select Next: review scope.
- Choose the Start date and End date for the period in which tenancy anniversaries fall. The dates initially cover the current month.
- Select a Housing group if required, then select Preview tenants.
The preview includes eligible active tenancies associated with Owned - CREL properties and active tenants and housing groups. A tenancy must have an active rent charge schedule. Entries are based on the tenancy and its anniversary date, and are subject to your branch access.
Confirm the tenant list
Search for tenants and use the checkboxes to include or exclude entries. Select visible and Clear visible affect the displayed page. Check all pages before confirming.
- Save keeps the review editable so you can return later.
- Save and continue asks you to confirm and locks the list.
Locking the list does not calculate rents, generate notices or create charge schedules.
Review the selected tenancies
In Tenants and rent calculations, use the tenant search, housing-group filter and calculation-progress filter to find entries. The list shows each tenancy's current rent, rental frequency, new rent date and progress.
Select Review rent to calculate a tenancy, or View calculation to open an existing result. Clicking a tenant name opens the tenant record in a new tab.
Check the HICP data
The HICP data panel shows the latest available observation month, source update information and last successful import. Affinity imports Ireland's all-items monthly HICP data from Eurostat. The scheduled import checks for updates nightly; you can also select Refresh HICP data.
The panel only describes the data as the latest available when a recent successful check has been recorded. If a refresh fails, the previous data remains available and a warning is shown.
A new import does not change calculations already saved. Each calculation retains the HICP values and available dataset details used at the time.
Calculate and check the rent
- Open the tenancy's calculation screen.
- Check the tenancy details and enter the Notice date.
- Select Calculate and Save.
- Review the saved current rent, HICP values and periods, percentage change, permitted increase, new rent and tenant/benefit components.
The HICP reference date is the earlier of the notice date and tenancy anniversary. If the required figure had not been published by the relevant date, Affinity uses the latest preceding published value. A permitted maximum is rounded down to the nearest cent. A fall in HICP does not reduce the rent in this calculation.
Review the result before taking the next step. You can recalculate before a charge schedule is created. Once applied, the calculation cannot be recalculated through this screen.
Export the review
Select Export all matching entries (CSV) to export every entry matching the current filters, across all pages. The export includes current rent, new rent and Percentage increase (%), rounded to two decimal places. The percentage is blank if either rent is missing or the current rent is zero.
